Flirting is definitely a sign, but I am thinking if he is showing her more attention than he used to then she should be able to notice that he has feelings for her. He also starts to be more concerned about things that relate to her and she will always tell the difference. However I am of the opinion that you have nothing to lose by telling the guy how you feel then you know exactly how he feels. The worst that could happen is that he will say he is not interested. And the good thing with that is that you move on and focus your energies on the next guy, rather than spending time pining for someone that isn't actually interested in you. So bottom line if you aren't sure ask... you have nothing to lose...
Check the bulge in his pants when you see him next.
